On September 9, 2026, Federal Deputy Magdalena del Socorro Núñez Monreal, a member of the Parliamentary Group of the “Partido del Trabajo”, submitted to the Chamber of Deputies a legislative initiative proposing amendments to several transitional provisions of the Decree Issuing the National Code of Civil and Family Procedure (the “CNPCF”), published in the Official Gazette of the Federation (“Diario Oficial de la Federación”) on June 7, 2023.

The initiative proposes extending the maximum deadline for the entry into force of the CNPCF from April 1, 2027, to January 31, 2030. Nevertheless, it maintains the gradual implementation framework, under which the federal and state jurisdictions could adopt the Code before such date through the corresponding declarations of entry into force.

The initiative also proposes to:

• Align the transitional provisions with the new structure of federal and state judicial administration bodies;
• Require the Judiciary Branches, no later than January 31, 2030, the regulatory, organizational, technological, and operational adjustments necessary for the implementation of the CNPCF;
• Provide that, upon expiration of such deadline, the CNPCF will automatically enter into force throughout the national territory, even if any Judiciary Branch has not completed the necessary adjustments;
• Strengthen coordination among the Judiciary Branches for the implementation of the Code and the development of the National Judicial Information System (Sistema Nacional de Información Jurisdiccional);
• Incorporate provisions regarding budget allocation and fiscal discipline for the implementation of the new procedural framework.

At this time, the proposal remains solely a legislative initiative and does not formally modify the current deadline for the entry into force of the CNPCF. Accordingly, the current deadline for the CNPCF to enter into force remains April 1, 2027. Its potential approval will therefore depend on the applicable legislative process.
