
AREAS OF EXPERTISE
Bernardo has a strong track record advising companies in the financial, banking, and technology sectors on complex administrative law matters, regulatory compliance, and anti-money laundering and counter-terrorism financing (AML/CTF). As Deputy General Director at the National Banking and Securities Commission, he contributed to the drafting and amendment of AML/CTF regulations and oversaw the supervision of investment advisors in this area. He also played an active role in the development of the Law to Regulate Financial Technology Institutions and has designed and implemented compliance processes tailored to highly regulated industries.
In the energy sector, his experience includes the legal structuring of oil and gas exploration and production operations, contract negotiation, regulatory risk management, and dispute resolution between the public and private sectors. He has led innovative transactions, including the first transfer of interest in production-stage exploration and extraction contracts in Mexico, and has advised on strategic projects involving surface use and land occupation rights.
